By accessing alaska-intelligence.com, codyrice.us, or any related domain or subdomain (the "Site"), you agree to these Terms. If you do not agree, do not use the Site.

1. What we offer

The Site provides a public-interest interface to Alaska Legislature meeting transcripts and related public records, including:

• A web dashboard for browsing meetings and transcripts.
• Full-text search across transcripts.
• An AI assistant that answers questions about the transcripts and related records with citations.

The underlying source documents (legislative recordings, bill texts, committee submissions) originate from the State of Alaska and are public records. Our transcripts, search index, document metadata, derived data, corrected source links, and the compilation, organization, and presentation of the corpus on this Site are our work product and are subject to these Terms.

2. Permitted use

You may, without contacting us:

• Read transcripts and search results in a web browser.
• Cite or quote short excerpts (under 200 words per transcript) for research, journalism, or commentary, with attribution to codyrice.us and to the underlying State of Alaska source.
• Use the AI assistant at human-interactive rates for personal research.

3. Prohibited use

You may NOT:

• Bulk download. Programmatically fetching, mirroring, or otherwise systematically retrieving more than 50 transcript files in any 24-hour period, or operating any process that fetches transcripts faster than one per minute, is prohibited.
• Scraping or crawling the Site beyond what is permitted in robots.txt. Ignoring robots.txt directives is a Terms violation.
• Train AI models (including large language models, embedding models, classifiers, or fine-tunes) on any content obtained from the Site without our prior written permission.
• Republish the corpus in whole or substantial part. You may not host a copy of our transcript collection on another site, in a public dataset (Hugging Face, Kaggle, etc.), or as a downloadable archive.
• Resell or commercialize access to the data, search, or AI assistant without a written commercial license from us.
• Reverse-engineer access controls, rotate IPs to evade rate limits, spoof user agents to evade WAF rules, or otherwise circumvent technical measures we deploy.
• Overload the Site. Sending traffic that materially degrades service for other users is prohibited.

We reserve the right to block any IP address, user agent, or account at our sole discretion.

4. Source data and accuracy

Transcripts are produced from public legislative recordings using automated AI transcription tools and are not a substitute for the official record. We make no warranty as to accuracy, completeness, or fitness for legal proceedings. Always verify quotations against the underlying recording or the official State of Alaska transcript when one exists.

5. AI-generated answers

The AI assistant returns answers synthesized by large language models (via Amazon Bedrock) over our corpus. These answers may contain errors, hallucinations, or omissions. They are provided for research convenience only.

6. No warranty

The Site is provided "as is," with no warranty of any kind. We may change, suspend, or discontinue any part of it at any time without notice.

7. Liability

To the maximum extent permitted by law, we are not liable for any indirect, incidental, consequential, or special damages arising from use of the Site.

8. Enforcement

Violations may result in:

• Immediate block or revocation of access.
• A demand for deletion of any data obtained in violation of these Terms.
• A claim under applicable contract, copyright, computer-fraud, or unfair-competition law in the jurisdiction of the user or the operator.

We may monitor traffic patterns, log requests, and use bot-detection technology to enforce these Terms.

9. Future commercial offerings

We may, at any time, introduce paid tiers or commercial licenses. Existing free access to the public web interface will be preserved on best-effort terms; bulk and programmatic access may require a paid plan.

10. Changes

We may update these Terms by posting a new version at this URL. Continued use after changes are posted constitutes acceptance.

11. Governing law

These Terms are governed by the laws of the State of Alaska, USA, without regard to conflict-of-law principles.
